Position: Library Director – Kohrs Memorial Library
Department: Library
Accountable to: Library Board of Trustees

Summary of Work
This position supervises and administers the delivery of library services to the public and the community, supervises staff and volunteers, prepares budgets and schedules. In addition, this position is responsible for all facilities, equipment and materials.
Job Characteristics

Nature of Work
This position involves complex administrative, supervisory and professional duties requiring adherence to professional standards of accuracy, confidentiality, integrity and tact. Periodic travel is required.

Personal Contacts
Continual contact with the staff, volunteers, and public. Routine contact with the Board, other department heads, and other librarians. Occasional contact with the Library Foundation, Friends of the Library, community organizations, and city and county officials.

Supervision Received
Direction from the Board.
Supervision Exercised
Direct supervision of departmental employees and volunteers.


Essential Functions
Position requires ability to plan, implement, and evaluate services, communicate orally and in writing, read written material, calculate mathematical figures, maintain files, train staff and volunteers, automate library functions, and operate library machines and equipment.

Areas of Job Accountability and Performance

Specific Duties
Develops clear and visionary objectives for accomplishment of evolving library services for the community; prepares and administers the library budgets; keeps informed of new developments in service and information use and applies it to the community; prepares grants for additional funding for special projects; manages and updates automation of the library; selects library materials; selects Library Foundation Memorials as directed; submits vouchers and claims to appropriate funding sources, oversees building and equipment maintenance, including emergency situations.
Serves on appropriate committees to represent library services and needs; prepares reports and statistics as required by the State Library and local government; participates in city government as department head; represents Public Library at all levels of government.
Supervises and trains staff and volunteers; evaluates staff on an annual basis; provides continuing education opportunities for staff, employs and discharges staff as set forth in the union contract; schedules staff, promotes the volunteer program.
Serves as secretary to the Library Board of Trustees; reports to the Library Board of Trustees, to include but not limited to:
· recommendations and implementation of policies
· library issues
· problems and concerns
· condition of the Library facilities and equipment.
Provides public relations for the library, including speaking to community groups; determines needs and interests of community for programs and book selection; and provides programs and services for community members.
Acts as liaison between the Library Foundation and the Library Board of Trustees; acts as liaison between the Friends of the Library and the Library Board of Trustees.
Prepares and administers the William K. Kohrs Memorial Library plan of service and budget. provides consultation, assistance and continuing education opportunities to individuals and organizations; attends Broad Valleys Federation meetings and State Library meetings as needed; provides public relations for the library; and represents the library at all levels of government.

General Duties
Routine librarian duties; assists patrons with their requests; accepts interlibrary loan requests; processes, prepares and repairs books and other materials; maintains a pleasant decor in the library.
Complies with all city and library policies; adheres to confidentiality; uses proper phone etiquette, courtesy, and appropriate interpersonal communications skills on a routine basis; performs other related duties as requested.


Job Requirements

Knowledge
This position requires a thorough knowledge of library practices; programs, procedures and techniques; a working knowledge of the laws, regulations, city policies and library policies pertaining to services, the principles and techniques of budget preparation, personnel management and computer literacy; and a knowledge of building maintenance.

Skills
This position requires the use of library equipment, building maintenance equipment, computers and automation equipment. This individual must be able to drive.

Abilities
This position requires the ability to work well with people; to plan, direct, and regulate library services; to demonstrate initiative; to solve problems; to maintain confidentiality; to stay abreast on new legislation and/or procedures affecting library and services; to prepare accurate reports; to keep the Board informed; to communicate effectively orally and in writing; to follow verbal and written instructions; to establish effective working relationships with staff, volunteers, trustees, public and the community.

Education and Experience
· Bachelor's degree in related field or bachelor's degree in unrelated field with library science minor or library science endorsement required.
· Three to five years library work experience required.
· Two years administrative and supervisory experience in a library required.
· Masters of Library Sciences or equivalent preferred.
· Current state certification is required or must be obtained within 3 years of employment.

Other Requirements
Must have a valid driver's license; must have a personal vehicle and vehicle liability insurance; must be able to travel overnight; must be eligible for coverage by the City insurance carrier; must be bondable, if required.

Job Performance Standards
Evaluation of this position will be based primarily upon performance of the preceding requirements and duties. Examples of job performance criteria include, but are not limited to, the following:

· Maintains knowledge of accepted practices of library work including ordering, classifying, and technical services

· Keeps Library Board of Trustees informed on all pertinent issues and submits sound recommendations and polices regarding short and long term needs
· Carries out Library Board of Trustees' recommendations and policies
· Schedules appropriate library hours and staff coverage to meet community needs
· Works appropriate hours and schedules to supervise and deliver effective library services
· Prepares, maintains and submits accurate and timely reports and records
· Develops, organizes and supervises programs effectively.
· Shows initiative and resourcefulness
· Shows flexibility and ability to adjust to change
· Delegates appropriate authority to staff and volunteers
· Presents a comprehensive library based on an appropriate mix of library materials.

Salary:  $31,200 annually, plus benefits
